how do you get a FIDE rating?

how do you get a FIDE rating? and how do you get a FIDE title?
because it is not very clear to me .... :s

FIDE rating: play at least 5 games against FIDE rated opponents, score at least 1/2 point (ie at least a draw) in a FIDE homalagated tournament
Titles:
FM: reach 2300 elo
IM: reach 2400 elo + 3 IM norms (performance over 2450 on a tournament - within some conditions)
GM: reach 2500 elo + 3 GM norms (performance over 2600 on a tournament - within some conditions)

Is F.I.D.E. free?

No is not free, if you earn a title by rating you have to pay to get the title anyway.

#2 i thought for an IM you had to get 2500 performance not 2450

u might need to do 3 spins to be able to apply for an Fide Title..
