Opponent running out of time - system scores the game as a remis

How can it be Remis, when my opponent runs out of time? I thought the sense of the clock is - you lose if you run out of time .. otherwise from that moment on I played higher ranked players and wait til the time is over
If you did not have sufficient material to mate your opponent, the game ends in a draw rather than a loss if they run out of time.
