Not sure why he resigned. Black is doing just fine.
I wasn't sure how to make progress.
If you are not sure how to make progress, then do not resign, play a move! You have the pair of bishops, a strong knight on f4, a pair of rooks on the semi-open f-file. What more do you want? The logical plan seems to push your g and h pawns and aim for ...g4. Start with 21...h5.
