Draws in the Elo rating system

No doubt Glicko is superior to Elo but correct me if I am wrong.

When comparing two Glicko ratings one must also take into account the RD value, right? So two equal ratings but different RD values will favour the player with the smaller RD value?

But really my curiosity lies somewhere which neither Elo or Glicko addresses and that is draws. The problem as I see it is the somewhat ambiguous expectation value. Neither system addresses that in a satisfactory way. Because an expectation value of 0.5 indicates equal chances of winning, but it does not address the chances of a draw. So an expectation value of 0.5 could mean 50% winning chances for white and 50% black and no possibility of a draw. Or it could also mean 30% winning chances for white, 30% black and 40% chances of a draw.

Are there any rating models that would allow for such a further insight?
No, you do not have to take the RD value into any expected outcome calculations. RD is used to help determine the calculations for ratings after games, but not in determining expected outcome.

do glicko-2 predict not only result of match in the form of point (like 5.5:7.5), but also in the form +4=3-6 ? afaik no
