Btw, for anyone who cares, I'd say it is an eggcorn rather than a malapropism because the phrase "umpires on" suggests the vigilance of rule-enforcers, which matches with the mysteriousness and difficulty of the rule for beginners. It seems likely that whoever came up with the phrase transposed the French into English that best fit with that person's limited understanding of the rule.
